Notice~ This whole post is very, very long! I encourage you to have a sidebar of comments and questions while you read so that in the end we will all have this worked out.
So! Melissa and I have been working on something for the site for a couple weeks now. Something to spice up the story, and keep us entertained beyond the endless new ships and teenage drama. My goal with this plot design was to first off, include everyone on the site. (seeing as we're a very small site, this wouldn't be too hard to accomplish.) I want this to be a reason for everyone to reach out and interact with each other on a higher level. My second goal was to create a wide social drama that would affect everyone involved. I wanted to create a drama that was more than who hooked up with who. I want intense betrayal, convoluted relationships, unhappy endings. I also want bloodshed, although if Mel has it her way, no one would die
So I guess I should get to the meat, right? Right. Everyone knows (or should by now) about the presence of The Squad and the OFF rebellion. (and on a smaller scale, rather unknown, Tania's nonviolent rebel movement.) Sure, these groups could fight each other until the end of time, people could come and go in their given positions, but.... No one wants a revolving door of death. Wouldn't it be better to have a tangible enemy to fight against? I'm talking of course, about the invisible entity that commands the squad.
After this, will be the official proposal. I left out crucial parts from factions like Candor and Abnegation simply because I haven't had a chance to talk to anyone who plays people from these factions. I sincerely hope someone out there wants to recruit their characters to play roles, create characters to fill roles, and perhaps synthesize parts to fill the holes that I couldn't fill on my own. (Total team effort!)

Idea: The Shadow King and Rebellions, Rising
Ignoring Insurgent and Divergent Canon setting, the factions are not a social experiment with a world outside. The factions are an isolated colony, surrounded by dismal wasteland and destroyed relics of the past. Every faction has a job and a leader to represent them. There are people out there who seek to continue the prosperity of the factions, to quash rebel and Divergent uprisings and keep the public misinformed, if not completely in the dark. The rebel movements are working tirelessly to protect those who have been subjugated by the faction system, punish those who seek to enforce the tyranny, and to liberate and enlighten those that live ignorant to the world they live in. Those dubbed Divergent also carry the title of Dangerous, but who considers them a threat?
There is a man at the head of everything. He is seemingly ordinary. He drinks coffee every morning while he reads the paper. He plays with his dog out in the fields. He puts his pants on one leg at a time. But his name and identity, his job and his family, all a lie. This man is considered the Shadow King of the factions, the caretaker and the maintainer of the facade that is the faction systems. He lives above and outside the faction system rules. He had been chosen to lead under a legacy title, one passed down for decades, the one true king of all factions. In essence, this position of power had been founded long ago, to not only construct the faction system but individual faction mechanisms of government, agriculture, science, defense and justice, and the careful choosing of those who will run each faction. This position of power is a life term; A dying Shadow King will appoint his successor at time of death. This is not limited to friends and family but to individuals who prove that they have what it takes to carry the burden of the truth and to also maintain the lie. Under the assumption that the factions run in perfect unison and without his assistance, he is really only concerned with the destruction of those who would seek to dismantle what he and his fore-founders set out to accomplish.
He is a truly ubiquitous man. While he runs governments within a government, he has agents in every corner of the factions, even in places forsaken to most established citizens. He had established an order to carry out his missions as if they were his left and right hands, called colloquially "The Squad." Assassins, gunsmiths, intelligence operatives and more, these people work to achieve nefarious ends without ever realizing or questioning why and who exactly for. All of their intelligence flows through him and from him, all actions are upon his command. All commands in Erudite, from surveillance orders to invention commissions come from him; All new law propositions are passed by him before brought to the Abnegation floor. Even the produce grown in Amity is a result of his personal tastes and of his design for proper nutrition.
Despite this seat of power seeming to be a nurturing and productive executive position, the Shadow King is far from being described as a kind man. He is solitary. He is a man that does not negotiate with anyone, accustomed to giving orders and only repeating himself in the case of the hard of hearing. He is not a paternal figure, to anyone at any time. He is not prone to giving in to whims and spontaneity; he is a creature of habit, and becomes rather annoyed when his routines are interrupted, his orders ignored.
The Shadow King is truly the master of puppets, then he has been controlling every leader of every faction whether they know it or not. The most apparent is Erudite: While he set up their system in the very beginning, he had it made so that through nepotism, public election or in times of duress, through council approval, the leaders and their cabinets would be chosen from a pool of his selection. Enter the Eversteans: Leading Erudite for as long as history allows to recount, the line was broken abruptly due to an insurgent assassination. Enter Clivers: An agent of the Shadow King, he hides most of the controversy of his puppeteer by seeming to be the frontman himself. He is another piece of the conspiracy that leaves most that inquiry about the true nature of the factions in black body bags. He seems to be a greasy, underhanded man because that is what he is by nature, by what his true job dictates.
Shadow King's biggest headache involves the Dauntless Faction. They were initially set up to be the Peace Keeper division of the factions, willing to lay their life on their line for the protection of the Factions, to either keep citizens inside the borders or keep others outside the walls, to keep citizens from harming each other or themselves, and to uphold justice and law, unwritten and written. However, the mission statement of Dauntless had been misinterpreted and bastardized, taking the honor, discipline and responsibility out of being Dauntless and instead replacing the mindset with the obsession to be the best at petty shows of stupid bravery and courage. Ideally, the Shadow King would rather the Dauntless to return to their roots with his vision, a large and disciplined faction trained in combat. The oldest living generation of Dauntless that even remembers what it meant to be Dauntless is now growing old and dying out, starting with Ken Aitsuharo, Dauntless Guard's last police chief. Second in line being Artemis Cortez, a legendary combatant and still a genius gunsmith. The next generation down seems to be bred fully from animals; They do not have ambitions for much more power than to be the top of a dog-pile. Finding suitable members for the Dauntless Leadership is an arduous task; Once he weeds out the greenhorned adrenaline junkies, Shadow King finds that he doesn't have very many options at his disposal. Enter Page McAlister: A bright eyed, beautiful youth from Erudite, she shows a combined effort of Dauntless passion with Erudite ambition, making her an attractive candidate to use in his game of factions.
It is everything OFF and Tania's Rebellion, tentatively called Thorny Rose, can do to keep the Shadow King from continuing to win the game of faction control. While OFF works off of misinformation and deeply emotional gut instincts, Tania's rebellion works off of strategic moves and a logical, long-term plan for reform, the two rebel groups stand divided on their path to truly revolutionizing the way people look at their lives and their government.
